DECLARATION
We, the participants at the Peasants National Congress held from April 23rd to April 27th of 2008 in Fondwa, Haiti; we congratulate President Préval for recognizing the role and the importance of the peasants in organizing the national production in Haiti. We have signed this document, because we recognize that the project of organizing the national production in Haiti, will be possible only through the creation of a Ministry for Peasants Affairs. In that perspective we decide and declare:
That the President, the Prime Minister and the Parliament members (the chamber of Senate and of Deputy), must create as soon as possible, a Ministry for Peasants Affairs with the possibility for this Ministry to have its office in each one of the communal sections of the country in order to provide all of the public services to all of the residents in rural Haiti, in their communities.
The Office of the Ministry For Peasants Affairs (MAP) will be formed in each communal section with one representative of the local authority (KAZÈK), one representative of the Peasant Organization in the communal section and with one representative of the specialized technicians working permanently with the peasants in the community.
The Office will have the responsibility to implement the policy and the orientation of the Ministry For Peasants Affairs in the communal section. It will be also responsible to manage the funds available for peasant activities in the communal section.
- The Office will have the responsibility to help the peasants and peasant’s organizations to find all legal documents that will permit them to realize their activities, such as: Identification card, birth certificate, death certificate, freedom from taxes for the organizations (taxes exemption), public legal recognition status and all documents facilitating their daily operation in the community.
The Office will also have the responsibility to help all organizations in the communal section to work together as a platform for the well-being of the community.
The residents in each one of the communal section must receive from the Office of the Ministry For Peasants Affairs all of the following public services:
Water (drinkable water and water for irrigation purpose). Keep the Mountains’ water in the mountains in order to increase food production in rural Haiti
An outhouse ( a Latrine) in each peasant home
A concrete (a paved) road in each communal section
A health care center including a drugstore in each communal section
A secondary school and professional (vocational) school in each communal section
A cultural center including a library and internet services
A sport center
A team of specialized technicians working on a permanent basis in each communal section (agronomist, manager, veterinarian doctor and so fourth)
A loan institution for agricultural activities and for small businesses.
A Police Station with at least 5 police officers in each communal section.
Include the budget of peasants organizations in the National Budget. Put aside each year, one thousand US dollars or (40,000,000 millions Gourdes) in the national budget for each one of the communal sections in the next 5 years, starting from the fiscal year 2008-2009.
Create a possibility to provide electrical power in each communal section (Wind energy, solar system, biogas and water energy)
Create permanent jobs for the peasants in each communal section, such as: Reforestation work: tree planting, soil conservation, protection of the environment, building roads and draining.
